The play tells the story of Liu Yong's investigation into Fu Guotai, the governor of Shandong, during the Qianlong period of the Qing Dynasty. The play tells the story of an uncle, a wealthy country and Thailand, who bends the law for personal gain and wants to collect money by paying tribute, causing more than a dozen granaries in Shandong to be depleted. Qianlong sent Liu Yong to Shandong to personally investigate the case. Liu Yong, Gege Jin Wan'er, and the inner guard He Zifeng went to Shandong to experience all kinds of dangers.
